Colorado's SB25-003 is now in effect and changes the process for purchasing or transferring certain semi-automatic firearms in Colorado.
Note, this law does NOT apply to all semi-automatic firearms.

If the firearm you want to purchase falls under SB25-003, you'll need to meet the state's eligibility and training requirements before the firearm can be transferred to you. Steps provided by Colorado Parks & Wildlife.
Go to the Firearms Safety System (FSS) using this link to create an account and complete your application.
Once you submit your application, it will be sent to your county Sheriff's Office queue for processing. Your application will not be processed until you complete Step 2 below.
If you have completed Hunter Education, you'll enter your Hunter Education information as part of your application during this step.
Next, you'll need to provide the required information to your county Sheriff's Office so your application can be processed. This includes a name-based background check and government-issued photo ID.
Contact your county Sheriff's Office directly for instructions on completing the name-based background check and submitting the required documentation for review, as procedures may vary by county.

Once these requirements are completed, the Sheriff's Office can process your eligibility application.

Your county Sheriff's Office will review your application and documentation to determine your eligibility.
If approved, the Sheriff will issue your Eligibility Card (EC), which is valid for 5 years, and enter your eligibility information into the Firearms Safety System (FSS). You'll receive an automated email notification once a decision has been made.
If your application is denied, your local Sheriff's Office will contact you with additional information.
Enroll in the required firearm safety course. To successfully complete the course, you'll need to pass both the exam and hands-on practical with a score of 90% or better.
Once your instructor enters your pass/fail result into the Firearms Safety System (FSS), you'll receive an email notification immediately.
If you pass, your completed training is valid for 5 years, during which you may purchase specified semi-automatic firearms (SSF), subject to all other applicable purchase requirements.
12-hour course
If you do not have a valid Colorado Parks & Wildlife Hunter Education credential on file, you are required to take the 12-hour extended course. No exceptions. Concealed carry permits, other firearms safety courses, and military training do not qualify as substitutes.
4-hour course
For individuals who have completed a Colorado Parks & Wildlife-approved Hunter Education course: you must have your Hunter Education credentials verified in CPW's records system. Out-of-state Hunter Education cards must be verified at a CPW office.
